The St. Pavlov Foundation (圣洛夫基金会) is an organization that collects and recruits Arcanists from all over the world, and teaches them in a school setting.
Overview[]
A public and immensely expansive official institution dedicated to the arcane arts, arcanists, and enigmatic phenomena. They consistently deploy personnel to search for children from around the world who possess arcane talents.
The sheltered children under their care discover their abilities through repeated training, persistently carrying out a seemingly boundless mission.
Lore & History[]
The St. Pavlov Foundation is the main faction for Reverse 1999 that houses many mysteries. Inside the headquarters, the arcanists besides Vertin are able to bear the "Storm" and avoid being reversed in time. They wish to bring peace among ordinary humans and arcanists, in contrast to Manus Vindictae, who aims for Arcanist supremacy. By 1999, the Foundation has branches in more than 89 countries and regions.

As a result we cannot list every known member, instead this is a list of arcanists that currently work at the Foundation, or have previously done so.

Executive Committee | Real name, 张之之 (Zhāng Zhīzhī). Once a scientist in the Foundation, eventually promoted to an executive committee role by present day. Ms. Z represents the more human, pragmatic side of the Foundation, legitimately caring for the arcanists and their well-being, and attempting to guide the organization as a whole from the stiff, strict, total control they've attempted to hold over their wards and the world. | |
Timekeeper | As the only person who can walk through the "Storm," the Timekeeper is tasked to record the beginnings and ends of eras. She also worked independently and secretly to investigate her own origins. As of Chapter 5, she has an established team tasked to further investigate the "Storm" and the Manus Vindictae. | |
Field Investigator (Reinstated) | Real name being Hannah Geier, Ms. Moissan was a field investigator who participated in 14 transnational missions within her time. Afterwards, she retired upon taking up the task to be Sotheby's potions-making teacher. During 1929, she was swiftly recalled into the Foundation to replenish manpower and now currently works under the Timekeeper. | |

A seasoned Field Investigator who worked in the Foundation since before the first "Storm." As one of the many original survivors, Greta travelled between places to further investigate the eras and to find former employees of different Foundation branches. She hired Marcus and became her teacher, guiding her throughout her time in the Foundation until her untimely death during the Vienna mission. | |
Field Agent (History Guard) | A Field Agent who is a squad leader in the Field Agent Administration. (Nicknamed "The History Guards") She transferred to the sector after being diagnosed with the Beyond disease. She led her squad in search of Manus groups taking up refugee groups in Eastern Europe and Asia before teleporting to Vienna to assist evacuation during the "Storm" countdown. | |
Field Investigator
(Level II --> IV) |
A Level II investigator hired by the Foundation through Greta Hofmann's recommendation. Despite little experience, she was the main contributor in the Vienna mission due to the usefulness of her arcane skill. She was mainly guided by Hofmann throughout the mission until her death, but Marcus salvaged the situation by cooperating with Kakania to "read" the "Storm" immunity ritual through Isolde. After the storm, Marcus became a level 4 Investigator | |
Field Agent | A field agent with an encyclopedic knowledge of horror movies and media and an inversely proportional knowledge of social graces and tact. He is a well-known troublemaker among St. Pavlov's field agents, oftentimes going against protocol and roping other agents into missions that favor his personal interests, such as the investigation of Camp Green Lake during A Nightmare at Green Lake. | |
